Councillor Andrew Cross, who represents Warndon Villages on Worcestershire County Council, said a team arrived around an hour later.
He said he expected the road to be cleared by around 5.30pm.
“In many ways it’s sad but it’s safer this way,” he said. “I want to say a huge thanks to the team for responding so quickly.”
