Dog fouling remains one of the most common complaints to Wychavon District Council.
It is seen as unpleasant and a potential health risk.
The council has launched a ten-week public consultation on a proposed Dog Control Public Spaces Protection Order (PSPO) that would give officers clearer powers to tackle irresponsible dog ownership.
If adopted, the PSPO would require dog owners to clean up after their pets and carry a suitable means of doing so.
The order would also ban dogs from designated play areas and require owners to put their dog on a lead when asked to do so by an authorised officer.
Councillor Rob Adams, executive board member for strong communities, culture and sport, said: “We know most dog owners act responsibly, but dog fouling and poor dog control can have a real impact on our communities and the places people use every day.
“These proposals are about keeping public spaces clean, safe, and welcoming for everyone.
“We want to hear from residents, dog owners and anyone who uses our parks and open spaces before a decision is made, so I would encourage people to take a few minutes to share their views.”
The proposed order would allow the council to issue fixed penalty notices where authorised officers witness dog control offences.
Feedback from the consultation will help shape the final proposals before a decision is made.
Wychavon District Council is encouraging responses from all members of the community, including residents, businesses, visitors, and regular users of public spaces.
The consultation is open until midnight on Monday, October 5, 2026.

A decision on the PSPO will be made after the consultation period closes, taking into account the feedback received from the public.
